The registered category matters: a symmetrical L5 three-wheeler is not automatically charged as a sidecar motorcycle.
- Cost / amount:
- MVUC: use the vehicle / year / GVW table below
- Insurance, inspection, payment-channel fees and any penalties are separate items
- Processing time:
- Charter: individual online processing 1 minute; individual walk-in 15 minutes after complete requirements
- Company route: 15 minutes online / 25 minutes walk-in; inspection, insurance, queues and corrections are additional
- How to start:
- Use LTMS when the insurance / inspection data and vehicle record qualify; otherwise visit a registration office
Where to apply
An authorized LTO district / extension office or vehicle-renewal facility. A driver’s-licence-only renewal outlet is not automatically a vehicle-registration office.
Find an officeAnnual Motor Vehicle User’s Charge (MVUC)
| Vehicle / classification | Year / gross vehicle weight | Annual MVUC only |
|---|---|---|
| Motorcycle without sidecar | Registered motorcycle category | ₱240 |
| Motorcycle with sidecar / qualifying cargo tricycle | Use the CR classification | ₱300 |
| Symmetrical three-wheeled vehicle, L5 | Private L5 category, not automatically a motorcycle with sidecar | ₱1,600 |
Use the classification and gross vehicle weight (GVW) on the Certificate of Registration (CR), not kerb weight. These are MVUC charges, not an all-inclusive renewal bill.
Other items in a renewal bill
| Item | Published amount / charging basis | Who receives payment |

| LTO inspection — private vehicle above 4,500 kg | ₱75 | LTO |
| LTO inspection — listed public / for-hire vehicles | ₱90 | LTO; heavier school buses, trucks and buses have ₱115 listed |

| Individual online route: Legal Research Fund | ₱10 | Listed in the renewal charter; MVUC and other applicable fees are additional |

| PMVIC inspection or emission test | Inspection / testing centre’s posted charge | PMVIC / emission testing centre, separately from MVUC |
| Duplicate Official Receipt (OR), only if needed | ₱30 | LTO miscellaneous fee schedule; supporting documents are a separate requirement |
| Duplicate Certificate of Registration (CR), only if needed | ₱30 | LTO miscellaneous fee schedule |
| Late renewal, unpaid years or other transactions | Separate LTO assessment using the applicable period and vehicle class | LTO; do not treat a traffic-apprehension fine as the normal annual fee |
Only pay the items applicable to your transaction. Third-party service packages must not be presented as government MVUC.
What to bring
- Official Receipt (OR) and Certificate of Registration (CR)
OR is LTO’s payment receipt. CR identifies the vehicle and registered owner. The charter asks for one photocopy for initial renewal in MVIRS; that paper requirement does not apply to fully online renewal.
- Authenticated insurance Certificate of Cover (COC)
CTPL means Compulsory Third-Party Liability insurance. Use an accredited insurer and ensure the COC is electronically authenticated for the correct vehicle and registration period.
- Inspection result transmitted to LTO, or the accepted paper route
Online: electronically transmitted Motor Vehicle Inspection System Report (MVISR) from a Private Motor Vehicle Inspection Center (PMVIC). Walk-in alternatives use an original Motor Vehicle Inspection Report (MVIR), with an electronically transmitted Certificate of Emission Compliance (CEC) where required. Pure EVs are excepted from the emission certificate requirement.
- Registered owner / authorized representative details
Bring identity and authority documents if a representative attends. Resolve a mismatch of owner, engine, chassis or classification before payment.
How to apply
- 1Check your registration month, week and vehicle class
Check the plate-based schedule, expiry and current LTO extension advisories before paying any late charge. Use the CR’s vehicle class, year model and GVW when reading the fee table.
- 2Obtain authenticated insurance and inspection results
Ask the insurer / inspection centre to transmit the correct results. A payment receipt from a provider is not proof that the vehicle record is already validated in LTMS.
- 3Renew through LTMS or a vehicle-registration office
Online renewal requires the vehicle record, insurance and inspection data to be available and accepted in LTMS. Otherwise use the supported walk-in route at an office handling motor vehicle renewal.
- 4Review the assessment, pay and save the new OR
Check MVUC separately from other charges, penalties and provider fees. Online applicants receive the Official Receipt by email; verify the vehicle and renewed period.
