LTO student permit

Documents, costs and steps for this service.

Back to services

Filipinos must be at least 16; foreign applicants at least 18 with the required residence / visa evidence. A student permit allows supervised practice, not solo driving.

Cost / amount:
  • New student permit: LTO total ₱250
  • Medical and 15-hour Theoretical Driving Course costs are separate
Processing time:
  • NCR walk-in charter: 1 hour 53 minutes after complete requirements
  • Training, clinic visit and queues are additional; this is not the total preparation time
How to start:
  • Prepare through LTMS; identity capture and the required tests / issuance are in person

Where to apply

An LTO office explicitly handling student permits. In NCR, foreign applicants use the Central Office License Section; outside NCR use a region-authorized office.

What to bring

  • Application for Permits and Licences (APL), email and identity

Present an accepted original civil / identity record and submit one photocopy, plus an ID with photograph / signature. The official page lists the accepted combinations; employed applicants supply the TIN.

  • Electronically transmitted medical certificate

Use an LTO-accredited clinic; present the original and submit one photocopy where required. Ask for the clinic’s posted fee and receipt before examination. A paper certificate alone is not electronic transmission.

  • 15-hour Theoretical Driving Course (TDC) completion

Complete the 15-hour TDC with an accredited provider / authorized LTO centre. Ensure electronic transmission and bring the original completion certificate plus one photocopy.

  • Additional minor / foreign-applicant documents

Under 18: parent / guardian consent and the required parent / guardian ID original and copy. Foreign applicants need passport entry and visa / stay evidence for the applicable category.

How to apply

  1. 1
Complete training and the medical examination first

Check the accredited providers and ensure their results appear in the LTO system before the visit.

  2. 2
Submit at an office handling the requested transaction

Bring the APL, original documents and specified copies. A licence-renewal-only outlet may not handle first licences.

  3. 3
Pay the assessment and check the issued permit / licence

Complete photograph / signature capture. Check personal details, vehicle codes and expiry; keep the Official Receipt (OR).
