What to bring

  • Application for Permits and Licences (APL), email and identity

Use the current APL form and LTMS record. Filipinos must be at least 17 for a non-professional licence; foreign applicants at least 18 and meet the residence / visa rules.

  • Electronically transmitted medical certificate

Use an LTO-accredited clinic; present the original and submit one photocopy where required. Ask for the clinic’s posted fee and receipt before examination. A paper certificate alone is not electronic transmission.

  • Valid student permit and Practical Driving Course certificate

Hold the student permit for at least one month and complete the Practical Driving Course (PDC) for the requested vehicle code. Ensure the course result is transmitted to LTO; present the originals / copies in the charter.

  • Additional minor / foreign-applicant documents

Under 18: parent / guardian consent and the required parent / guardian ID original and copy. Foreign applicants need passport entry and visa / stay evidence for the applicable category.

How to apply

  1. 1
Complete training and the medical examination first

Check the accredited providers and ensure their results appear in the LTO system before the visit.

  2. 2
Submit at an office handling the requested transaction

Bring the APL, original documents and specified copies. A licence-renewal-only outlet may not handle first licences.

Complete photograph / signature capture. Check personal details, vehicle codes and expiry; keep the Official Receipt (OR).
